As of Sat. July 11, 2020 New York City is in Phase 3 of reopening from state-mandated COVID-19 business restrictions. All other regions of New York state are in Phase 4. Phase 4 allows for the reopening of higher education, low-risk indoor and low-risk outdoor arts and entertainment, media production, professional sports competitions with no fans and lastly, malls to reopen.
Other regions of the state that underwent Phase 3 of reopening were permitted to have indoor dining in restaurants with customer capacity restrictions among other guidelines. However, in New York City, only outdoor dining at restaurants is permitted as of now. Also under Phase 3 reopening, certain personal care services, such as nail salons are open in the city.
